About COMPETITION AND INTEGRITY IN PUBLIC PROCUREMENT-SECOND UPDATED EDITION:
This book discusses issues and challenges related to competition and integrity in the practice of implementing public procurement procedures. It helps the reader solve the problems arising from a lack of information, knowledge, and experience in the fields of public procurement and competition. In addition, it provides a valuable contribution by highlighting the appropriate measures to prevent corruption and irregularities in public procurement as well as to strengthen competition.
The aim of the book is to promote integrity and competition in the field of public procurement through various measures in practice. It analyzes the relevant public procurement rules contained in the new European Union Directive on public procurement and the Law on Public Procurement in Serbia, with special reference to the provisions related to transparency and integrity in the area of public procurement, encouraging the participation of small and medium-sized enterprises in the market and the criteria for awarding the contract, whereby a relevant case from the practice of the Court of Justice of the European Union was discussed as an illustration.
The book presents the forms of infringement of competition in public procurement, including bid rigging, as well as indicators that are significant for detecting and preventing irregularities in practice. The nine chapters of the work cover issues related to the characteristics of competition violations in public procurement, examples from practice, measures to prevent irregularities, and encouraging competition and integrity in public procurement, with an illustrative example of public procurement policy and public-private partnerships and concessions highlighted in Serbia. Furthermore, the book includes final considerations and recommendations.
